The future of Greece’s well-being will depend on improving educational performance to boost productivity and improve social

outcomes. In the current economic context, with the need to get best value for spending, Greece must and can address inefficiencies

in its education system.

The challenges are significant. For example, Greece lags behind many OECD countries in performance on PISA, including countries

with the same or lower levels of expenditure per student as well as countries with the same and lower levels of economic development.

Salary costs per student are above the OECD average, mostly because Greek teachers have less teaching time and Greece has smaller

classes. A smaller percentage of students who enter tertiary education complete a first degree within the statutory study time than in

any other country in Europe.

Greece must take action in order to address the unsustainable cost-structure of the system and the inefficiencies that are inherent

in an outdated, ineffective centralised education structure. This must include: transforming governance and management structures,

eliminating, consolidating or merging small and inefficient units, making significantly better use of human resources, improving

quality-assurance and information systems for accountability, and establishing far more effective structures to lead and sustain the

implementation of reforms. Real change can only be achieved through persistent, consistent implementation year after year, with

careful attention to capacity building for improvement.

To address the challenges, the government has established a bold agenda and sought advice from a task force on the development

and implementation of reform proposals that reflect best practices in OECD countries. This report provides the outcomes of the work

of the task force. It presents a roadmap for how the reforms can be successfully implemented, with pointers to relevant experience in

other countries. The report stresses short-, medium-, and long-term actions that have the potential to generate efficiencies.

This report is a contribution to policy discussions in Greece. We, at the OECD, are proud to have led this effort and stand ready to

continue to help Greece to better prepare for the future.

This paper provides initial reflections on the impact of the economic crisis on education across the OECD area by analysing the OECD educationtoday crisis survey responses of June 2009. It first looks at the impact of the crisis on education demand and participation, after which the focus turns to the supply side and education financing. The paper suggests that while the education sector appeared to experience increased demand and benefit from growing governmental financing in several OECD countries in June 2009, the crisis may have hidden negative effects particularly on decentralised service delivery and private involvement in education.

Ilizalittur, B., L. G.& Arredondo V. R. (1990). Towards a New Concept of Educational Planning, and How To Improve It In Practice. International Congress Planning and Management of Educational Development, March 26-30, Mexico.

The first section of this paper, focusing on conceptions and applications of educational planning, seeks to identify problems that affect the educational efforts of the nations of the world. Problems in economic and financial, socio-political, and cultural veins are discussed. Section 2 examines the particular educational problems generally faced around the world; these include literacy, basic education, and the training of human resources. The third section discusses past developments and the present crisis in educational planning. The fourth and last section considers theoretical and practical challenges to educational planning, administration, management, and evaluation in the future. A lengthy bibliography is included. (DB)

Crowley, A., &Vulliamy, C., (2007) Listen Up! Children and Young People Talk About Poverty. Save the Children UK.

The number of children thought to be living in poverty in the UK has risen three-fold in the last twenty five years.

Latest figures suggest that over one in three children in Wales lives in households with less than half the average income. Encouraged by the government's pledge to eradicate child poverty in 'a generation' and by the launch of the Welsh Assembly's programme for regenerating communities, Communities First, we commissioned a consultation project with more than a hundred children living in some of the poorest communities in Wales.

Listen Up! examines children and young people's everyday experiences of poverty and reveals some of the worst effects of social exclusion from the perspective of a child or a young person.

It reports on how children think poverty will affect them as adults, and what measures they think should be taken at a local and national level to improve young lives now and eradicate child poverty in the longer term.The implications of what children and young people have told us for the policy and practice of tackling child poverty in Wales are also considered.

Ερευνητική δράση από εκπαιδευτικούς σε δύο νηπιαγωγεία της Αθήνας με θέμα τις κοινωνικές ανισότητες

Στο παρόν άρθρο εξετάζεται το φαινόμενο της φτώχειας, το οποίο έχει πολλαπλασιαστεί τα τελευταία χρόνια, τόσο σε παγκόσμιο επίπεδο, όσο και σε τοπικό, με τη χώρα μας να εμφανίζει όλο και ψηλότερα ποσοστά μετά την έναρξη της οικονομικής κρίσης. Παρουσιάζονται πληροφορίες για το τι είναι η φτώχεια γενικά και η παιδική ειδικά, πώς την αντιλαμβάνονται τα παιδιά και πώς τα επηρεάζει, τι επιπτώσεις έχει στην εκπαίδευση, στους εκπαιδευτικούς και τους γονείς και προτείνονται ορισμένοι τρόποι για την πρόληψη και τη μείωσή της.

Aντιλήψεις νηπίων για την οικονομική κρίση: Μια μελέτη περίπτωσης στην Ελλάδα (Έλση Ντολιοπούλου)

Όλο και περισσότερα παιδιά ανά τον κόσμο βιώνουν τις αλλαγές που επηρεάζουν την καθημερινή τους ζωή ως αποτέλεσμα της οικονομικής κρίσης. Όσο καλύτερα κατανοήσουμε το πώς τα παιδιά αντιλαμβάνονται αυτά που συμβαίνουν γύρω τους και πώς επηρεάζουν τις συμπεριφορές τους, τόσο περισσότερο θα μπορέσουμε να τα βοηθήσουμε να τα αντιμετωπίσουν. Στην παρούσα μελέτη διερευνήθηκε από νηπιαγωγούς σε μία περιοχή της Βόρειας Ελλάδας, το πώς νήπια ηλικίας 4-6 ετών, αντιλαμβάνονται την κρίση. Πιο συγκεκριμένα τα παιδιά ρωτήθηκαν το τι σκέφτονται όταν ακούν τον όρο ≪οικονομική κρίση≫, πώς αισθάνονται γι’ αυτή και τι νομίζουν ότι μπορούν να κάνουν σχετικά με αυτή. Μερικά παιδιά, μάλιστα, ζωγράφισαν τις αντιλήψεις τους σχετικά με το θέμα. Τα αποτελέσματα της έρευνας αναλύονται στην εργασία αυτή και διατυπώνονται προτάσεις για εκπαιδευτικούς και γονείς σχετικά με το πώς μπορούν να βοηθήσουν τα παιδιά να ανταπεξέλθουν στις δύσκολες καταστάσεις που βιώνουν.

Η παρούσα έκθεση εξετάζει στοιχεία σχετικά με τις επιπτώσεις της παιδικής φτώχειας στις βιομηχανικές, χώρες του Οργανισμού Οικονομικής Συνεργασίας και Ανάπτυξης (ΟΟΣΑ). Διερευνά τις βραχυπρόθεσμες, μεσοπρόθεσμες και μακροπρόθεσμες συνέπειες για τα άτομα, τις οικογένειες, γειτονιές, την κοινωνία και την οικονομία στους ακόλουθους τομείς: υγεία, εκπαίδευση, εργασία, οικογενειακές και προσωπικές σχέσεις, ψυχολογική και συναισθηματική κατάσταση.

The Effects of Poverty on Children (Jeanne Brooks-Gunn, Greg J. Duncan)

Το άρθρο αυτό επικεντρώνεται σε μια πρόσφατη σειρά μελετών που διερευνούν τη σχέση μεταξύ της φτώχειας και των επιπτώσεών της στα παιδιά. Σε γενικές γραμμές, η έρευνα αυτή υποστηρίζει το συμπέρασμα ότι το οικογενειακό εισόδημα έχει επιλεκτική, αλλά σε ορισμένες περιπτώσεις, αρκετά σημαντική επίδραση στην παιδική και εφηβική ευημερία. Τα παιδιά που ζουν σε συνθήκες ακραίας φτώχειας ή που ζουν κάτω από το όριο της φτώχειας για πολλά χρόνια, μπορεί να έχουν τις χειρότερες συνέπειες. Επιπλέον παιδιά που βιώνουν φτώχεια κατά τη διάρκεια της προσχολικής ζωής και τα πρώτα χρόνια του σχολείου τους, έχουν χαμηλότερα ποσοστά σχολικής επίδοσης από τα παιδιά και τους εφήβους που βιώνουν τη φτώχεια μόνο κατά τα επόμενα έτη της ζωής τους και όχι τα πρώτα.
Παρά το γεγονός ότι χρειάζεται περισσότερη έρευνα σχετικά με τη σημασία του χρόνου της φτώχειας στις εκβάσεις των παιδιών, τα ευρήματα μέχρι σήμερα δείχνουν ότι οι παρεμβάσεις κατά τη διάρκεια της πρώιμης παιδικής ηλικίας μπορεί να είναι πιο σημαντικές για τη μείωση των επιπτώσεων της φτώχειας για τα παιδιά .
